I reviewed reports and Police Chief Koval’s statement on the incident that took place at East Towne Mall on June 21, 2016.
The reports make it clear that the officers acted within the constitutional guidelines as to the use of force.
More important is that the Chief and I agree that this cannot be the only way we judge our performance. First, I want to apologize to all involved and to the residents of Madison as just because something is legal, that does not make it right. Secondly, we will continue to work internally and community-wide to minimize the use of force and focus on de-escalation when appropriate. Thirdly, I have every confidence in the Madison Police Department and its leadership as we attempt to be outstanding in every situation. Lastly, I welcome the contributions of those who provide unreserved support for the department as well as those critics who are focused on improvement, to continue the discussion, a discussion that is essential and needs to continue regardless of a study.
